Located about 15 minutes by car from downtown Nakashibetsu, the 330-degree panoramic view from the 270-meter-high hill is truly spectacular. It is a must-visit point when you come to Nakashibetsu.
【「Kaiyoudai」 observation tower】
On the first floor, there is a snack corner popular for its soft-serve ice cream made from fresh milk and honey produced in Nakashibetsu, as well as a panel exhibition room introducing the history of Nakashibetsu’s pioneering spirit and a corner where visitors can enjoy videos of Nakashibetsu.
On the second floor of the observation gallery, there is a photo exhibition of the winning entries of the Nakashibetsu Photo Contest.

North Route 19 leading to Kaiyoudai is called “Milk Road” and is loved by riders. Why don’t you visit this area and take pictures with your car on this road?
【Sunrise over the horizon】
At Kaiyoudai, you can see the sun rise over the horizon. It is said that this is one of the few places in Japan where the sun can be seen so easily. When conditions are right from late fall to early spring, the sun can appear square-like.
On New Year’s Day, many people come to see the first sunrise of the year.
【Full of stars】
Kaiyoudai is a good place for star gazing because it is well away from the city center and there are few street lights. On a clear, moonless winter night, you can really see many stars.
